         <description><![CDATA[Several weeks ago, Governor Peter Shumlin delivered his Fiscal-Year 2013 budget proposal to the Vermont Legislature. The document disclosed how the Administration plans to spend $5.1 billion. Large as this amount seems to be, it pales when matched against what the state will be spending on healthcare in 2014, ACT 48, when Vermont's Universal Healthcare System (single payer) commences. Not hearing a word about the cost or other aspects of the UHS was frustrating to many in attendance.]]></description>
